Since both California senators are democrats, this would shift the balance of power in the Senate - 49 Democrats, 49 Republicans. In the house, California has 53 representatives - only 19 or those are Republican. Simply dropping 53 representatives doesn't change the balance of power, but does reset the numbers to a closer 199-183 (and get rid of Nancy Pelosi). I don't know how the congress would deal with the loss of 53 members. Would they assign the lost seats to other states and keep the membership at 435?
